Peruvian writer and politician. Aristrocrática belongs to a family of colonial origin, was identified from his youth as a political ideology close to anarchism and in an attempt to combat corruption in the system, eventually founding the National Union and published several essays and articles that highlighted his political radicalism , anticlerical and indigenous (Pages free, 1894, hours of struggle, 1908).

During the war between Peru and Chile (1879) fought in the ranks of Peruvian and Chilean subsequent occupation of his country became a recluse for three years at home in protest. In 1912 he was appointed director of the National Library of Lima, founded the Literary Circle and was built in literary and political guidance of a sector of the Peruvian youth.

His literary education, self-taught, focuses on the English classics, the French Symbolists and some German writers (Goethe, Schiller, Körner ...) that he himself translated. On this basis, conducted a renewal measure and rhythm of poetry in Castilian, who spoke on the treatise titled Ortometría. Notes for a rhythm (published in 1877), and introduced metric verse poetry from medieval French and Italian, and Persian compositions known in its English adaptation.
